Referring to your telegram of the 25th January

·

I object to Schluter whose parents are German and who is a

German except for the accident of birth in London. As for Cheetham I have no objection. He is an Englishman. The

only objection is that he is in the German firm of Reuter

Brockelmann. It is possible that it is desired to empley

him merely in order to keep the latter firm alive in Hong

Kong till after the war.

There are many local British firms who could

undertake the agency of Sanders Rehders successfully and before I reply to the latter regarding Cheetham I would be obliged if you would inform me whether any policy of suppressing German trade in order to enable British firms

to capture it underlies your cypher telegram of the 16th

October.
